[pygeoapi] pygeoapi Code Sprint Winter 2024

Dear pygeoapi community: we are happy to announce the first pygeoapi sprint
to be held in Évora, Portugal on 29 February to 01 March 2024.  Full
details can be found in [1].

The two day event will be a follow on to the Joint OGC – OSGeo – ASF Code
Sprint [2].

Registration is free (please add yourself to [3]).  Please note that
in-person registration is open until 10 February 2024.
