[pygeoapi] pygeoapi 0.16.0 released

Hi all: note that, for those using master branch, Pydantic is now
downgraded back to v1. This is a breaking change downstream for those who
are using master branch along with pydantic-settings together with Pydantic
v2.
For those who were using the last release (0.15.3) this is a non-breaking
change.
