[pygeoapi] clarify guidelines for AI based contributions

At the pygeoapi meeting 2026-01-09 [1], the topic of AI-based
contributions was an agenda topic that was discussed for the first
time in the project.  This led to [2] which got merged, then reverted,
in order to achieve PSC consensus.

The purpose of this thread is to clarify and agree to contributing
guidelines with respect to AI-based contributions.  A PSC vote will
follow once we have final draft text .  The draft text can be found
below (copy of [2]).

#### Artificial Intelligence (AI)

* pygeoapi encourages contributions driven by quality and
understanding of the codebase.  If and when AI is used, human
supervision and oversight is strongly encouraged.
* AI supported contributions are subject to the same contribution
guidelines (license, copyright, coding standards, etc.) of the
project.
* Contributors are solely responsible for any and all contributions in
which AI was utilized.
* Contributions containing AI supported code, tests, documentation or
any other component of pygeoapi shall be disclosed by the submitter
(human).
