[pygeoapi] PSC vote: approve travel cost for FOSS4G 2026

Dear pygeoapi PSC:

This is a motion to approve up to 2 pygeoapi developers to travel to the
FOSS4G event on 30 August - 05 September 2026 [1], to provide the Diving into
pygeoapi workshop [2] as well as the pygeoapi annual update presentation.

The budget to approve is $2500 USD and will help cover travel expenses.
