[Pywps-dev] fixing the pages :-x

Hi Jachym,

Some months ago we used Sphinx in my team to automate documentation.
It is easy to use with GitHub and is not very laborious (but the code
must be properly annotated/commented). As for the main web page I
would stick with GitHub pages.
