[Pywps-dev] OSGeo Wiki for GSoC 2016

I have created a Wiki <https://wiki.osgeo.org/wiki/User:Vikasmishra95> at
OSGeo wiki as suggested by Margherita. I have simply copy-pasted my project
proposal as of now and will update it as the need arises in the future.
