[Pywps-dev] [PSC] 4.0.0- rc3 and issue 185

Hi

I would like to get -rc3 out and only remaining issue is #185 with pull 
request [1]

it's basicaly just the RELEASE-howto.md file

I've changed it according to Luis's comments - no branches for releasing

Is it ok for you?
