[PyWPS-dev] WPS-REST binding

Hi Carsten, Jachym and all,

I've implemented the main parts of the OGC API - Processes (REST API).
https://github.com/geopython/pywps/pull/588
I've rebased it on pywps-4.4 branch as I see that master is still behind
(why?)
I'd be happy to get your review.
