Hi Maning!
Could you make contact with the community team folks and make
arrangements for updating web assets as appropriate. Also since we are
using t2t for the changelog, you may want to see if they would like to
use the changelog in the manual (it can generate latex too) - although
it looks like they may be skipping the manual for 0.11.0 release.
Ditto for INSTALL.t2t.
