[Qgis-community-team] ChangeLog added

Hello manual-writer,

I have added a ChangeLog-File to the repository which reflects the
changes made by each commits.

Inititally I created the ChangeLog-File from SVN-logs, but for the
future I would think that the ChangeLog-file contains more detailed
information about the changes made.

What do others think?
