[Qgis-community-team] Snapping tolerance and search radius

I think text in Working with vector > Setting the Snapping Tolerance
doesn't reflect clearly current behavior of snapping tolerance and
search radius functions in QGIS. Attached is a patch that I hope you
find adapted to changes in these too distances done some time ago after
some discussion in dev list.
