This character is missing from the T2 font used by the document, to fix 
this issue you should switch to a truetype font containing these 
characters and convert it.

Maybe should you try to contact the cyrillic tex group > 
http://www.cemi.rssi.ru/cyrtug/

yeah I'm the first to admit that LateX is simple for completed thing but 
overly complicated for simple things like switching font...
