[Qgis-community-team] Bandwidth-friendly manual

Hi

Even better to have the online manual done in a way that users can
make comments, suggestions and corrections (in the style of the
postgresql manuals for example). Those feedback messages could be
worked into future versions of the manual too where relevant.
