[Qgis-community-team] User Guide translation

Hi Otto and all,

as I can see the QGIS User Guide already updated, and we can start
translating it.
So I want to ask for branch for Russian translation.

Also I think there is another important question. Now QGIS hosted at GitHub,
and as far as I remember there are plans to migrate all other stuff to
git repo too.
How we should proceed with translation: using old svn repo or do it in git?
