[Qgis-community-team] FR translation

Hi,

yes, language maintainers fork from master and translators work on the
fork. I added the howto from Matteo to the README.rst file:

Could someone, who already started working with the translation go through
the text and add missing or wrong parts, please. It would also be good, if
we add some notes about translating with the web application.
