[Qgis-community-team] enumeration for figures

Hi,
I restructured the manual a bit more, added index files to subdirectories
of the manual. That makes the TOC appear much cleaner. I guess we are close
to the well structured TOC. With the new structure we maybe can skip the
conditional output.
@Diethard: I also think the figures now all work fine. I tested the html and
pdf and only found one figure for the new print_composer atlas feature
missing. Hugo added the link but without figure. So this should be fine now,
too. Thanks a lot!
@Paolo C: What do we need to do to remove qgis docs from RTD and build the
source regularly at documentation.qgis.org?
