[Qgis-community-team] update manual build script

Really nice!  Some comments:

- The sphinx theme license (cc-by-sa 3.0) on the sidebar is a little
confusing.  The actual document is GFDL.  IMO, the GFDL should be more
prominent than the theme license.
- If we name it as 1.8, some of the screenshots should be updated.
- Is there a code freeze schedule for the manual?  I would like to
devote a some time next month to improving some sections.
