Just commited the bump to 1.8 and added all disclaimers in rst files

@Otto:didn't you tell me that docs on 
http://documentation.qgis.org/html/en/user_manual/ are updated every 6 
hours? Because my test disclaimer of yesterday evening in all preample 
sections are not visible yet?
