[Qgis-community-team] Added Wiki page for managing translations

Hi!

My question is if it would be already possible to support also a web based
GUI translation ..
.ts files seems to be supported in some way [0]

Going to test this in Lettland .. Paolo? Are you there to probably also
make it easier with GUI translation?
