Yes you can get the plugin zip on the python plugin repository e.g.

http://plugins.qgis.org/plugins/qgsexpressionsplus/version/0.1/

Basically just browse to a plugin on the above site, click its version
number in the releases table and then you will find a direct download link.

Just unzip the zip file in your <home>/.qgis/python/plugins directory.
