[Qgis-community-team] Release checklist

Hi all,

I have some difficulties when translating release checklist. Section
"Create an announcement template" [0] looks confusing for me.

As I understand, this section describes how to create announcement
and most of it text is announcement sample. But this text still translatable,
while IMO it should be formatted as code blocks.

Am I right with this or maybe I completely wrong? If it should be formatted
as code, I can submit pull-request.
