There's a link to the bug tracker on the get involved page now  
http://www.qgis.org/en/site/getinvolved/index.html#bugs

It links to the how2 wiki page instead of directly to the ticket list. We  
can discuss if that's the best solution but at least there is a mention of  
the bug tracker on the homepage now.
