What about putting it here:
http://qgis.org/en/site/getinvolved/document.html ?
Just clean up all stuff there and make it reflect current process?
You are free to show if in this mailing list first, but another option
would be to create a pull request first so people can read it there/
But do what is easiest for you :-)
