[Qgis-community-team] add issue in github about WMS feature 'Add DescribeLayer Method'

Hello,
I look for a specialist who can take on the task of describing the new 
WMS 'Add DescribeLayer Method' in the User Manual 2.8. I also wonder if
we need to mention this new feature.
Is there a possibility to create an issue for QGIS-Documentation from
the commits in QGIS-master?
