[Qgis-community-team] "qgis_app.dll is missing" for Win64 installation of QGIS 2.12

I reinstalled twice and the install always proceeds without any hiccup. But
when I then want to start QGIS Browser or Desktop, I get the error message
that qgis_app.dll is missing. Which is indeed true - there is no such file
anywhere in the 2.12 installation directory.
