[Qgis-community-team] Creating polygons

I'm a newbie to GIS, searching for a GIS application. I would like to use QGIS.

Will QGIS allow me to EASILY create polygon areas on my own Fantasy map and add the data later- without first importing a .SHP file or writing a script? Please point me in the right direction.
