[Qgis-community-team] Start User Manual update

Dear Documentation Team,

we are complete now and are going to start with the manual update soon. But
before that I would like to ask you to create an account for working in
github:

https://github.com/join

After that, please send me otto at qgis.org your username, so I can grant
write access to the QGIS Documentation Repository to each of you.

As soon as we all have logins for github, I will describe the next
information.
