[Qgis-community-team] Changelog (english) in website, plz check

Yep, I noted, thanks for that.

No plan to republish anymore :-)
But I hope Frank will help with 3.14 too!

My plan is to make the edits Frank proposed in the rst this weekend
(during a virtual hackfest) and then push to transifex.
