[Qgis-community-team] Archive Documentation 3.16

Deleting the a project removes all the translated strings from translation
memory, so we should keep at least a few translated projects around even if
archived (only we can see it). Archiving the 3.16 is precisely to avoid
that some people keep translating it...

that have translated the 3.16 docs since the switch. If someone can pull
the new strings to github[0] and open a PR/merge before we close the
project on Transifex, it could be nice for them.
