[Qgis-community-team] Unable to get local Issuer Certificate

When starting QGIS, it complains that the Starfield certification server is not present.
The certificates are partially available, but they are blocked and we do not know where they come from.

What's wrong with the certificates? It has nothing to do with the application itself.
