[Qgis-developer] Trial debian / ubuntu packages for QGIS SVN / 0.8 preview

Hi Folks

I've spent some time updating things to get .deb packaging working
again for Debian & Ubuntu. I've made a test package and would be
grateful for any feedback from the general community - do the packages
work, does QGIS run ok from the packages etc.
