[Qgis-developer] New QGIS forums online

We have reconstituted the QGIS forums at http://forum.qgis.org.

To provide a better user experience and support, we have changed the
forum software.

Unfortunately this means that you will have to register with the new
forum. If you are registered on the QGIS website, you still need a
separate forum login. We apologize for the inconvenience but hopefully
the new forums will prove worthwhile.

To get started, choose Forums from the Help menu on the QGIS website, or
visit forum.qgis.org and click on the Register link near the top right
of the page.
