[Qgis-developer] QGIS 0.8 requires an update to sterea [was: Re: 0.8; here I go]

It is not only about updating. Also deprecated should be removed (?) as
they contain errors (eg. the EPSG 2171 has a huge one), and their new
substitutes should be added (eg. 3120 is a fixed 2171). Moreover, there
are completely new systems, at least 3328 is.

Moreover 2, there've been other changes in the EPSG database in last
moths; the issues I'm reporting here is only one of them.
