We don't have a release date but we are planning an "official" preview
release in the next few days. This marks the start of our progression
towards the final release.

This plugin hasn't been compiled for the preview version you have.

Yes, all current plugins will be included in the release.

JPGs should work, however they probably require a world file (.jpw) in
order to load properly.

QGIS has basic editing support for PostGIS and GRASS data. Shapefile
support is limited. For geoprocessing operations, you would need to use
GRASS since QGIS doesn't do many of the functions (clipping, projection,
etc) that you require. QGIS does support on-the-fly projection while
viewing data.
