I think you're right, and also for it's share/gdal stuff.  After  
poking around it seems GDAL can also deal with geotiff's share/ 
epsg_csv folder.

The key, tho (esp for Mac users), is for qgis to take care of this,  
rather than having the user set env vars somehow.  It already handles  
the GRASS etc folder - it's relative in a default GRASS build, which  
seems to work even tho the relative path based on the qgis would not  
find it (maybe that one is relative to the GRASS libraries?), but if  
it can't find it (happened to me initially) the qgis-grass plugin  
asks you for it.  So it shouldn't be to hard for qgis to handle other  
share locations.
