[Qgis-developer] Create an "Edit" menu in QGIS menubar

Hi folks,

I wanted to promote an idea I've been working on in my working copy to
the subversion repository.

It's the addition of an "Edit" menu just to the right of "File" on the
menu bar.

The initial contents would be

Cut Features
Copy Features
Paste Features
---
Add Vertex
Move Vertex
Delete Vertex
---
[ ] Snap to Vertex       (checkbox)
=====================

I can think of two reasons for adding this:

1. Better familiarity for Windows users for cut/copy/paste
2. My pending addition of configurable Snap to Vertex maybe doesn't fit
anywhere else?

As usual, comments are appreciated if they are worthwhile.
