[Qgis-developer] Create an "Edit" menu in QGIS menubar

Hi Tim,
As per the theme of my previous message to this list, I see it as a
usability bug and therefore should be addressed ASAP.
The solution, in my opinion, is low-risk functionally, (though it would
destroy some screenshots in the manual).
