[Qgis-developer] HOW TO COMPILE QGIS FROM SOURCE CODE FOR WINDOWS?

I recommend you to proceed first with downloading the sources and
compiling. Then you should learn how plugins work and how to write
them, take a look on this wiki page:
http://wiki.qgis.org/qgiswiki/DevelopersCorner
There's also section "Help on writing plugins" that you might find interesting.

Note: we don't use windows as a development platforms, so it's
possible that noone will be able to help you with some
windows-specific problems.
