[Qgis-developer] Should test_export.py be executable

I'm trying to get qgis packaged for inclusion in Fedora and have a question 
about the test_export.py script (tools/mapserver_export/test_export.py).

Currently this script has a shebang (#!/usr/bin/python) but is installed as 
executable.  Should it be set executable, or should the script have the 
shebang line removed?
