[Qgis-developer] ticket #771 (plugin path should be persisted)

Regarding this ticket:

To fix it, I'd like to remove the possibility to change path to c++ plugins.
It seems to me that nobody really uses it, moreover actually nobody
should be forced to use it.
I'll just keep the path on top of the plugin manager so the user sees
where the plugins come from.

Any objections?
