Hi Gary,
 
I made a more exhaustive check: MSVCR71.dll belongs to Microsoft .NET Framework 1.1, but I really don't know why it is *requested* by QGIS!
BTW, do you think that we could make a *check* during install procedure and eventually copy it in %systemroot%\System32 or in qgis install root?
Can we redistribute it?
