[Qgis-developer] 0.9.2rc1 Windows Installer

Hi All,

I have managed to make an installer through my head-cold haze. I hope  
it works for you. Nice updates on icons ... The dependencies used here  
are same as in the last release build.

Slightly older gdal
grass6.3.0rc3
Qt 4.3.1

I did not have the energy to update dependencies. Please let me know  
if there is anything critical. Thank you for your patience.
