[Qgis-developer] no Polish chars in table, labels, query results!

Dear Devs,

Whatever happened that QGIS no longer displays Polish (pl UTF-8 locale)
characters anymore in the table, labels and query results? It also fails
to save a newly created sahpefile if it's name contains Polish chars
like ąęćń etc.

I can bet this all used to work couple of weeks ago! Please can you fix
it back before tomorrow? I'm going to give a "farewell" presentation at
my institute using QGIS among the others...

Using QGIS trunk r8673 on amd64 Ubuntu Gutsy and Debian testing.
