[Qgis-developer] [VOTE] Remove Qt4.2 minimum in favour of Qt4.3

Hi Folks

I would like to change the minimum requirement from Qt4.2 to 4.3.
Version 4.2 is old now and I am busy revamping all the dialogs as part
of my ui revision for 1.0. release - and I would like to use Qt4.3 for
this (and make use of some of the new features it has). Could you
please cast your vote if you are in favour?

+1 - lets update the minimum requirement to Qt4.3.x

0  -  dont care

-1 - aaargh this is gonna hurt!

Assuming no major objections exist, I will start checking in qt4.3
only dialogs on Weds.
