We also had a few requests regarding labeling on the INTERGEO qgis booth
- and someone else filed a bug about this meanwhile.

I have attached a patch for #1335 that adds scale based label visibility
and line oriented labels, which might add or interfere with the libpal
integration.

Regarding the GEOS C++ API:  porting libpal to the C-API doesn't seem
that hard, so that shouldn't be a (technical) problem.
