[Qgis-developer] confusing cursor's icon in drag-and-drop within legend

I would definitely recommend you add them to trac. Any bugs filed  
there will be posted to the dev list, so you get both for the price of  
one. Also, that will get them in the queue for a dev to squash at some  
point.
