[Qgis-developer] printing: setting the scale does not work?

Hi all.
In the print composer, setting the scale apparently does not work: every
time I change the scale, then update, the number changes, and I cannot
get meaningful results.
Am I doing something wrong, or there is a bug? Should I open a ticket?
