The overlay plugin classes do not belong to a particular plugin. It's just two abstract base classes for a new type of plugin, therefore they are at the same place as qgisplugin.h.

Good observation. qgsvectoroverlayplugin.cpp is empty and should be deleted from svn.

I was looking at the vector overlay sources to add them to the Xcode  
project and noticed that the 3 vector overlay sources are directly in  
the plugins folder.

qgsvectoroverlayplugin.cpp
qgsvectoroverlayplugin.h
qgsapplydialog.h

Shouldn't they have their own subfolder, to keep things organized?   
And I don't see any cmakelists.txt that refer to these.
