[Qgis-developer] PostGIS manager bug

Hi Paolo,

I've fixed it today in version 0.5.6.
In fact it wasn't that easy stuff as it's a result of different C
runtime DLLs on windows (bad file descriptors).

The detection of shp2pgsql / pgsql2shp tool has not been done so far,
you need to have those tools in default path.
