 You can always fire up a personal proxy. A quick search on
freshmeat.net brings up a few:

http://www.pps.jussieu.fr/~jch/software/polipo/ - free, cross-platform
http://www.privoxy.org - free, cross-platform (an Amiga port??!!) and
for the paranoid.

 I'm not setup to build qgis at the moment, so unless there's an
Ubuntu/Windows binary available...
